I disagree. I think it is
imperative that we enforce the rules. First, if we suspend for the NCDHC
we will be obliged to do so for the other constituencies in arrears.
Second, the failure of those in arrears to pay up is causing great concern
within my constituency. Many of our members wonder why the IPC should pay
their dues in order to participate when at least 3 other constituencies are
allow to participate and are in arrears for several years. Without the
appropriate fiscal responsibility (i.e., enforcement of the existing rules), the
DNSO, or any other group for that matter, cannot continue to exist.
