Well, that's what I presume will happen anyway.
The ISO 3166 Maintenance Agency has put "eu" on the list of
reserved codes to cover any application (7-Sep-99).
The ICANN BoD has decided that codes from the ISO 3166 list
of reserved codes covering any application are delegable
(25-Sep-00).
It seems the Irish Times article is not well-informed. I see
no obstacle, nobody from ICANN challenging dot.EU and consequently
no call from the EU for help. The Commission is the institution
applying in the name of the EU. I don't see any need for a
GA appeal to the Board.

The delays seem to be entirely on the European side.
The necessary legislation has not yet passed the European
Parliament and the Council of Ministers. After that has
happened, a registry operator has to be found. Currently,
not even the question of generic second level domains is
settled.
