My limited understanding is that there needs to be work going on in Europe,
as Alexander's note indicates, and that is underway.

But, my knowledge is limited.... someone else may know more on this front. 

It doesn't appear to be a GA issue, or work item, though, in it's present
form.

So the EU just hasn't asked ICANN to do anything since sept '00?
