While I agree on the fact that the GA has not taken a formal position on the 
issue, I believe that the Chair can, on urgent matters, express his sense of 
the Assembly, pending verification in the short term.

It all depends: if the Chair feels that the GA does not have an opinion on 
the matter, you are right, he should speak as an individual.
If, OTOH, he feels that this is the position of the GA, he should confirm 
his message, and rapidely call a straw poll of the GA in support of this 
position.
