announce@dnso.org is separate from the GA. we don't need a ga-announce.

disagree - mail is the most open form of input.

anyone can set up a mhonarc archive (or similar) to show how this can be 
done. secretariat can adopt "best of breed", once people have shown (with 
their feet) how they prefer to read the messages.
