The sources of the Budget of DNSO comes from the constituencies and right
now there is an special Voluntary Fund that DNSO has launched also because
the money that constituencies can afford is not enough to cover
everything. Also I can tell you that the Non-Commercial Constituency is
having a hard time to collect and to get the money that corresponds to our
part of such contribution by constituencies. We have to collect around
$30000.00 that corresponds to the periods 2000-2001 and 2001-2002.
Imagine that such debt caused that Names Council aprooved a resolution
that would cancell voting right to constituencies that do not pay its
dues.
In my personal concept, the DNSO shouldn't increase the expenses. A
webcasting (only audio) have high cost because it would imply to hire the
Berkman Center (they don't do this for free) and it would imply some
thousands dollars for sure.
The Budget Commitee is making an effort to reduce expenses, and also
get money in order the DNSO can operate efficiently. There are people out
there that thinks that because this is the ICANN DNSO then this means that
they can ask for more money for services they offer. For example
($12000.00 costed the webcasting in Stockholm only for DNSO, and a totall
of $50000.00 including the DNSO part for ICANN meetings, but some Names
Council members was able to get sponsoring for the webcasting of DNSO
meetings).
The DNSO is not an entity that have profits. The DNSO has to adopt the same
philosophy as ICANN do, as part of ICANN: "the costs has to be as low as possible (i.e.
near to zero).
The bottom line here is: don't ask to the constituencies to spend more and
more money. This would increase the Budget meaning that constituencies
would have to pay more year by year. Instead, help us to find solutions
that would help the DNSO to have more quality services available to its
members without having to spend thousand and thousands of dollars.
