  Good question.  According to the White Paper and the MoU the
stakeholders "Own" ICANN.  However as many of us have unfortunately
witnessed, it seems that the ICANN BoD and staff are of a different
belief.  This seems rather contradictory to say the least.  Perhaps
a better question would be: "Who is ICANN accountable to?"
