  The DNSO has and is supposed to be engaged in outreach for some time now.

  I believe that WG-D was supposed to be the spear head so to speak for
Outreach.  But yes, all of us should be actively doing outreach.

  Well we do.

  I would say that the GA and the Noncom are the best qualified.

  Yes.  But without funding, it is very difficult if not impossible.
