Kent and all assembly members,

  Yep Russ was right.  After these "Supposed" Enforcement procedures,
AFTER THE FACT, are milk toast, wimpy, and for all practical
purposed not really possible to implement.  No, the thing to do
here is to revoke the Registrar accreditation as a result or the third
offense.  The first two should result in and escalating fine of the
Registrar executive staff, starting at $50k, and this fine is not
appealable and should be paid out of their own personal
accounts/pockets not company funds.
