[ga] Best Practices Voting

Thanks to the able research of William X. Walsh, I've
now been able to add a URL to my sig file that has
links to the existing rules for voting, both as to the GA
mailing lists and votes for the whole DNSO. (We do
"one-stop shopping" here: everything you need to
know to cast your vote.  :-)
(Well, almost.  And are you registered to vote?
Did you know that we've gone from 305 voters
earlier this year to over 500? Keep it up, folks!)
