It would be interesting to describe the process of building the 
Internet. This amounts to who is ruling the interlands or who
is building the interstices.

When ICANN understands it does not govern a Net but 
is to provide virtual infrastructure to an "inter"  and
when 
ccTLD understand their future lies in the "cc" rather 
than
in "TLD" ...

The simplest things are the most difficult to understand....
