no-Member organizations were said "dead-hand" ownership in France at least.
They were abolished by the French revolution as dangerous for social
stability, the current ownership being accountable to no one. Temple was
dead hand.
In ICANN's case Users, Staff members and contractors as Jones Days and NSI
have de facto longer terms than the "owners" making their objectives the
ICANN objectives.
