No.  The existence (or not) of an SO in no way changes the necessity
for individual domain name holders to have a voice within the DNSO
formal structure.

the ICANN SOs and the formal structure of the DNSO are two separate
things.  SOs have little if any inreach into each others' processes
(e.g., the impact of the PSO or ASO on the normal business of the
DNSO).  It would be ill-advised to forsake an IDNH within the DNSO due
to the existence (or proposed existence) of another SO.
