  More than likely, this is correct.  However to enforce such contracts
will be difficult to accomplish given that ccTLD's belong to the
counties of which they represent.  As far as I know, there is no
international contract legal platform by which even agreeing to any
contract with a ccTLD could be used.

  A level playing field is always desirable.  Good agreed upon standards
by all of the stakeholders in determining policies for TLD's is a better
situation where and when possible.  But technical standards are
doable.  Registration standards for ccTLD's (open) is not likely
to occur.

  Indeed yes this is true.  However such policies for ccTLD's would need
to be agreed upon by the country and their stakeholders to which they
represent.

No they shouldn't.  But neither should any standards, rigid restrictions,
or policies be a determined without the approval of ALL of the stakeholders
either.  To date, ICANN is not prepared to make this happen.
