Eric, Rick and all assembly members,
As promised Eric, I am posting my response here to the GA
as they are obviously effected and involved and deserve to
be included as such...
(More of my response/comments below Eric's)

I wasn't referring to any "Rule", I stated clearly that the ICANN
Bylaws do not prevent the GA from having their own funding.

As I am usually a strong believer in the "Just Do It" method for many
things, this is not TWO of them. Just Do It Right, is more like it IMHO.
- Qualifications for Treasurer should be outlined.
- Fund or funds (Various accounts) should be established initially
that outline what the funds, when collected, ar to be used for.
-Budgeting for those funds for specific projects should be decided
by the GA membership or at least approved by the GA membership
before disbursement via vote of the GA.
- The treasurer should decide what financial institution will be the
holding firm for the accounts. And the treasurer should disburse them
in a manner that is appropriate, legal, and above all safe/secure.
- The accounts should be available to any and all GA members either
Via a web page or by request to the treasurer at any time. I would
suggest the former.
-The treasurer must be bonded or be able to become bonded and the funds
to pay for such bonding if necessary should come from the GA funds.
Some may think this will take too much time. Well I can dispel that
notion. I have on many occasions set this up in a period not exceeding
two weeks.

As the DNSO is part of ICANN as a whole as a supporting organization
in the current structure, the "Rules" as you say must adhere to the ICANN
Bylaws. Any legitimate "Rules" that the GA itself has or will have in the
future must be in place first, before proceeding or as you do proceed,
not afterwards. To do so afterwards invites scams of various sorts
that it would lead to disenfranchisement and distrust, both of which
the ICANN and the DNSO already has enough of now. So let's
not add insult to injury and proceed in an after the fact way here...
