For physical connectivity, perhaps. For commercial contracts relating to
domain name registrations, absolutely not.
Whether a US company accepts money from the Iraqi government to perform
domain name registration services is not remotely related to what goes on at
the physical interface between different national telecommunication systems
that allow bits to get from hither to yon.
It may be possible to send postal mail to Iraq, but that does not mean you
can conduct catalog sales with Iraqis through the vehicle of postal mail.
