You forget that the Registrar Constituency is membership based, as is the
GA. There are, I believe, roughly 50 or so members of the constituency
(higher, I believe, than what it was during the vote you reference). While
this vote was open to all 120 or so accredited registrars, regardless of
membership status, we can only move this issue forward based on the wishes
and interests of the constituency members. The vote was very clear in this
regard - all registrars save one supported the motion on the floor at the
time.

There is a tremendous difference between the majority of voters (your
current methods) and the consensus will of the membership (the requisite
method). The fact that the voter turn-out is low indicates that there is are
reasons why people aren't voting. Get to the bottom of this and you will be
a long way towards making the GA a stronger entity.
