The ISOC, IAHC and ICANN approach has always been that until
"they" say something exists, it does not exist. Unfortunately, that approach
winds up surprising the members of their small closed club when they
attempt to deal with the realities of the marketplace. Fortunately, they seem
to confine themselves to the "toy" IPv4 Internet, and Proof-of-Concept
experiments. This is typical of the controlled academic setting where their
members draw support. People eventually see the limitations of the closed
world approach.
