Eric and all assembly members,

  Censorship as it applies to discipline, specifically SELF discipline
is much different than Selective Censorship which WXW was
concerned about in his earlier post regarding Monitors for the
DNSO GA, and has been a chronic problem with the DNSO GA
or some factions within.

  The current illegitimate "Rules" were and are illegitimate because
they were not voted upon by legitimately by the than DNSO GA
members.  Of course some would call this a "Legalism" or
now claim that such is outlined specifically within the DNSO
GA voting process.  However, and none the less, those rules
at that time were voted upon using Joops "Voting Booth" in
which several DNSO GA members did indeed openly admit
that they voted more than once, and a few did so several times
on the than two set of "Rules" than proposed.  Hence the
illegitimacy of the current "Rules" for the DNSO GA ML.

  This problem has been central, alone with some of Eric's comments
below, although those comments below are juxtaposed as to the
Censorship/Selective Censorship issue in discourse within the
DNSO GA.  Given this overview that is laboriously documented
in the DNSO GA archives, it is small wonder that the Monitors
are reluctant to speak in amy fashion in this regard, irrespective
of it's obvious importance to this assembly.

  In conclusion I would propose that after the election of a new
Chair, that the newly elected chair will put forth a basic outline/list
of DNSO GA Rules in the form of a motion to the DNSO GA members
to review and propose amendments or modification to in order to
provide for both a process and work product (Final Motion) that
the membership can than vote upon with a limited time frame for debate
and amendments/modifiction(s).

  I would further propose the the following key elements would seem to
be central to coming up with a legitimate set of DNSO GA ML Rules:

1.) Censorship and Selective Censorship - Are these appropriate in any form?

     Where and when are they appropriate, if so?  How and under
     what conditions should, if at all, can they be applied. Are their
     potential legal complications a to the White Paper/MoU or
     other USG legal mandate?

2.) Member banning from posting - Should this ever be done?  If so,
     under what conditions should such banning be done?  (also
     see above #1. for other considerations).

3.) Monitors - What is their role, their responsibility, tools to manage
     their assigned responsibilities, term of service, how many, and
     are they all elected at the same time?

4.) Sanctions- Type of sanctions for errant member behavior on the
     DNSO GA ML?  Using ML software to help provide for certain
     types of sanctions and what are they?  Level of infractions that
     would invoke different levels of sanctions for errant Member ML
     behavior, how many, how long, what kind, how invoked, and
    ability to appeal?
