  Your right of course here Thomas.  Jamie is asking for a ballot for his
motion/resolution.  It has been seconded by 4 GA members thus far...
I personally don't believe that there is anything in Jaime's
motion/resolution
that warrants or is necessary to debate.  Other GA members may feel
different.  I haven't seen or read any comments/statements that would
definitively indicate that debate on Jaime's motion is desired thus far...

  I am willing to debate the motion if there are others that wish to do so.

  If we follow Joanna's and Bills "Best Practices" document than we have
9 days left for debate...  However as Joanna rightly pointed out, the
"Best Practices" document has not been approved or adopted by the
GA members...
