As each successive Working Paper is released by The Board's Committee to 
Implement Stuart's Plan, it becomes readily apparent that the only folks 
being listened to are the gTLD registries and their registrars.  Those that 
prop up the ICANN regime, and that can convene joint meetings with Joe Sims, 
are the only players that matter to the ICANN Board.  

While the Committee may not be objective, it is certainly sufficiently 
transparent.  There is no proposed structure for the At-Large or the GA 
anywhere in the Committee's latest document.  

Wake up!   

Petitioning the NTIA to recompete the ICANN contracts is the only remaining 
action that can serve to protect our interests.
