Jamie and all,

  Indeed you are quite right in saying that people "avoid transparency
to avoid accountability."  This seems to be the case with the GAC
and has been for some time now.  One can only wonder why..  And
in that wondering the GAC effectively shoots itself in both feet
in the process of avoiding accountability in their lack of transparency.
This is something that Nancy J Victory's testimony yesterday to the
senate carefully avoided in her references to the GAC.  Hence it would
seem to that degree she and the DOC/NTIA still don't get it...
