There are two specific points of harm:
1) reduced consumer choice
2) higher prices
I could elaborate further if you need further help in understanding
these issues, but they're pretty straightforward.
If AT&T suddenly forced all long distance carriers to go through it,
being charged a per minute rate of $0.15, and forcing existing
competitors to simply becoming resellers of AT&T, that would be the
equivalent of the WLS proposal. Competitors couldn't make investments
or build their own networks, to reduce costs. They couldn't have a
"call your friends for free" plan, or a "$50/month all you can eat"
plan, or other innovations that exist due to a competitive landscape
that exists today.
