This wonderful revelation really makes me think of the really bad nature of this payout. One perfectly competent will do it for free and another you give money for doing it after the fact?
My Spanish is rusty from lack of practical use - what does Mordido mean?

This is correct, but there would in fact have no marginal cost to ITU, since
ITU staff attend the GAC meetings anyway and take notes anyway. Also, the
ITU handles such a large volume of documents that adding the few documents
for GAC would have no measurable impact on costs.
