Alex,
this use of the term operations is really strange.
It simply does not make sense in general parlance and is vague and ambiguous at best.
Someone was really careless in the drafting.
I look forward to hearing the responses but I suggest you go to the Authors and ask them what the heck they meant. Because there is no correct answer as this draft is written. We do not operate domain names.

to what extent is .name operated by VeriSign? This (at
least to me) surprising question is asked in the Gartner
.org evaluation report on page 38. Could anyone from
GNR or VeriSign GRS comment on this?
