Alexander and all assembly members,
Thank you for pointing up this important difference between the
two MoU's as far as the amendments 2 vs 5.
One of the key differences of particular note is that the DOC/NTIA is
in effect legitimizing/endorsing the ERC and Blueprint reform effort.
Of course the other areas that Alexander outlines are indeed important
in their difference amendment 2 vs amendment 5 (New MoU)
However the new MoU with amendment 5 inclusive, still requires the
Stakeholder as a key and deciding element...
