You are right, authorised .aero registrars have been given the opportunity
to register .aero names as they provide a specific service to the aviation
community. You can look up the list of .aero registrant groups i.e. those
for whom .aero is open here:  http://nic.aero/howtoregister_a.php.

Most of the other Registrars are not in the aviation business either...
Or, alternatively, we can say that registering names in .aero makes you "de
facto" an operator in the aviation business ;>)
