[ga-roots] Still waiting

Still waiting for the alt.root advocates to back up their assumption
that there is a problem exists, which is the first step before
soliciting possible solutions.

The next step would be for them to defend that it is appropriate for
ICANN to even develop any policy, and that the policy itself is within
ICANN's mandate and charter.

Until then, any motion is out of order, except to disband for lack of
progress.
