this comment comes somewhat late, probably....
One error of interpretation, I think:

This sentence was intended to formalize contractual relationships with the
root servers *of the existing DNS service* - ie a.root-servers.net,
b.root-servers.net and so on.
Since your argument later seems to rest on a different interpretation of
that sentence, you might wish to review.
It would also be wise to start off the document with a couple of sentences
describing exactly who wrote it and what its status is (individual
submission from an active GA member).
