To me, web-sites aren't the issue. Access to customer email is the point of
salient interest. Of the many ways to route to mars, a proper zone server is
the simplest. However, there are also ways with creative use of MX records
and anonymous gateways that have been working in production for over 12
years. 

One WAN-based net had over 60,000 nodes (with hundreds of users at each
node), before the Internet hit, and another was over 500,000 nodes
(conservative). Both are still around and both are interconnected to the
Internet, to this day. In fact those users, migrating into the Internet, is
part of what fueled its meteoric growth, in the early days. Many of those
nodes are now some of our larger regional ISPs. It's old-tech but the
concepts can be re-deployed and there is a largish base that knows how to do
it. They just have to feel the need.

Getting back to the first point, a properly built zone server is the
simplest way to have that happen.
