I think that the response may be based on the difficulty of how one does a
sample, from a web-based survey, among other things....?

  I am not sure where you may have come up with this opinion.
I frankly cannot agree with it.  It is possible that the potential
Task Force (UDRP) questionnaire will not be structured to
produce useful information that is could be construed
as a representative sample, but such does not necessarily
need to be the situation...
