Marilyn and all,

  Many methods can be employed here to satisfy the requirements to the
"Participating" stakeholders.  As for non-participating, that is another matter
of course and it is not likely that a representative sample could be
achieved in a survey...

  Remember, we must only satisfy the requirements of the MoU and
White Paper, with is "Interested Parties".  The interested parties
can self identify or are mostly already known and can be identified.
The remainder that participate are self identified.
