Don't know where you heard this, but I listened to this morning's webcast 
(thanks again, Berkman Center) and heard:

The NC decided that a nomination period for the DNSO's 3 ICANN Board 
seats would open on September 17th and close on October 8th. Nominees 
will need the support of at least 10 members of the GA. For nomination 
purposes, a member of the GA is deemed to be anyone who is a member of a 
constituency or who has subscribed to either the DNSO's GA list or 
ANNOUNCE list. GA members can support as many candidates as they choose. 
The DNSO Secretariat is preparing the exact procedures for nominations 
and letters of support that will be posted in the usual places by the end 
of this week.

The NC further agreed that the 3 DNSO Board members must come from 3 
different geographical areas. 

The NC has not yet decided on what voting procedure it will use for the 
election period which will last from the close of nominations until 
October 15th. They will confer with Andrew McLaughlin of ICANN and the 
Berkman Center for advice on fair procedures. They agreed that voting in 
the NC will be by secret ballot, but the voting records will be disclosed 
and posted on the DNSO web site after the election is concluded.
