Why?

Wonder if anybody has indexed the rules which apply to an internet user. Lets
see, there are:

RFC's
AUP's
Contractual agreements
National laws
State laws
Local laws

seems prety well regulated to me.  Do we need more?  The only thing missing
is enforcement.  MAPS RBL?
