With a web based Polling Booth (www.idno.org/vote1) this becomes possible.

These proposals in themselves have been the source of considerable heat
(and incivility) in the IDNO and as a result no civil discourse rules have
so far been ratified.
A membership wide vote on the merits of the ORSC rules (enforcement by
respected moderators) vs.  the IDNO rules (enforcement by majority vote) is
likely to be held shortly.
 
The result of having no rules or no enforcement is that the uncivil can
drive out the civil on a list.
This is also a form of censorship, even if it may not be readily recognized
as such.
