ISO codes and ccTLDs are not identical. While ISO codes are granted
by an international standards body to which most national
governments have subscribed, ccTLDs have been delegated by one man -
Jon Postel - working for a small, non-public entity (ISI) at a
private university in the U.S.
He used the ISO codes because they were convenient, and to give what
he was doing a appearance of authority, nothing more.
