Consensus was probably reached the same way that the consensus
that the names council claimed existed for how many new TLDs
were recommended.
Since you refused to answer that question in Yokohama, one must
assume that the obvious answer is correct.
Only the entrenched and the apologists for the entrenched are
saying there isn't consensus. Plainly there is.
The tide turns...
