taking off from your note, how about this:
- the GA takes some more time to get some real discussion on the issue
(if it can do that between the mudslinging exchanges)
- the GA chairs appoint a drafting committee of 3-5 members, and
an expected target date
- the DNSO secretariat creates 2 mailing lists, one open (under the same
rules as the GA list), and one with closed membership (but possibly open
submission), for the drafting comittee
- the procedures issue is ruled out of scope on the main GA list until the
target date :-)
If there is interest in trying this, I think there are multiple proposals
that can be adopted/adapted (I rememeber some from about a year ago).
But having a drafting committee (equivalent to an IETF "design team") to
formalize a proposal is essential, I think.
