That doesn't follow. In fact, vsgn's willingness or unwillingness to
negotiate is totally irrelevant. There are a million completely
legitimate reasons why vsgn may not want to negotiate further -- there
could be other negotiations taking place over the sale of the registrar,
for example, that are contingent on the content of the current proposal.
