Marilyn:
In this case, I think (and hope), that no such reactions, or at least very few,
should occur. The identified villain is Osama Bin Laden, and no peoples
that I know of get automatically associated with him. That may be a wrong
conclusion (to blame him), as was the first conclusion with respect to
Oklahoma City, but this one is more likely to be right. Those who will have
worries will be residents of Kabul; a Libya-like attack by the U.S. on
Afghanistan can confidently be predicted. (Iran's condemnation of the
attack may well be a smoke screen, but after its own little war, Russia
would certainly not object!)

We can help do that here on these pages, methinks. The first thing to
realize is that regardless of their ethnic origins, ordinary lay people,
especially in the Middle East, are not personally responsible for the
things that the country of their origin does. Those who still live there
could be "blamed" in principle, if one assumed that even being there
they had anything to say about the actions of their governments, but
people who have lived in the U. S. for years do not automatically
become suspected as conspirators, or even supporters. During
WWII there was substantial reason to suspect people because
there was an active Fifth Column at work, but that is certainly not
the case today -- it does not take continent-wide networks of
spies to do what was done today, but only a couple dozen people
or so.

We must indeed rise above any such temptation -- NO "Red Monkeys"
scrawled on bridge foundations, as I saw around Portland during the Iran
capture of Americans under Carter.
