[ga] New term in ICANN speak?

Do I read a new term in ICANN speak in the resolution just passed in
Accra? I mean 'self-sustaining'. Should I add that to my spell checker
list, after 'bottom-up', 'consensus', 'ICANN community'?

Will it also mainly serve rhetoric purposes?
