From the received headers, it looks like the message sat in the
mail queue on the DNSO server for some time, waiting for final
delivery. It's certainly not a delay caused by filtering, and the
list is not in "censorship mode" beyond what's usual - i.e.,
filtering out postings from non-subscribers, and applying list
monitor decisions.
(Note that "filtering out" more precisely means that the secretariat
gets these particular messages for approval - the rest is passed
through directly. See majordomo's documentation for more details on
this.)
