Eric and all stakeholders or other interested parties,

  Being "IN" rather than "Out" is in fact interaction, Eric.  In fact
Interaction is a derivative of the word "IN".

  Therefore the comment I made below, applies both ways or in
both directions.  ICANN has thus far chosen to be singular as
far as Root structures and IP addressing/registrys are concerned.
