No -it is proposed to have a list called the International Assembly, which
will be open to all. It will be moderated by a VP in charge of policy
production, who will be responsible for developing ideas raised in the IA
through to a vote by the International Council - if sufficient thresholds
are met.

It is not intended that this would be a body, with officers or ever meet.

It would not deal with gTLD issues, nor with issues which were properly the
affair of any one cctld -or a group.
