Well, not all of them: All the bulk access provisions really say is
that if you want to pay no more than $ 10,000, then you have to
abide by this and that agreement, with pretty much no enforcement in
place.
There's nothing in there which prevents you from convincing any
registrar to sell data to you under completely different conditions.
