They had and have exactly the same right as did the folks who run the
dominant root.
By-the-way, we're not talking necessarily about the small competitive
roots that have been around for a while (and which I have been sucessfully
using for over 5 years.)
Entire countries, Taiwan being a primary example, have established their
own root systems. (Considering that they have their own root, it is kinda
ironic that ICANN just this week entered into a a ccTLD agreement with
.tw.)
