One beneficial side effect is that it reduces load on the TLD zone server.
Figure, most queries - 98% - to the root zone are for TLD's that don't exist.
If there were 'answers' for these queries cached upstream, then the load
would be reduced considerably.
The same may be true for an unpopular, and unpopulated, TLD like .biz. If a
substantial amount of the traffic consists of queries for non-existent names,
then this mechanism would distribute the load around the caches instead of
hammering the zone server.
