Did anyone on the Council ask ICANN Staff why it had failed to produce the 
requested report?  Did anyone inquire as to which ICANN staff member was 
responsible for generating the issues report?  Perhaps Mr. Twomey should start 
kicking some staff butt... 

What's the point of having a "streamlined" PDP process to enhance efficiency 
if we are held up at square one by ICANN's paid employees?
