[nc-idn] Status report for Accra NC meeting

Colleagues,

The status report from the IDN TF is due for Accra meeting.

There is not much debate within our group, and the only
report I may have would be briefing based on my own paper
which I sent to you yesterday. Actually it might be usefull
- the IDN issue is very complex and my perception is
that there is very insufficient if no understanding at all.

You comments and advice are much welcome,
