Thanks for your briefing note, I found it helpful.

I had just a few queries.

I'm not sure about your point 3 in the Introduction ie that the issue of IDNs came to light partly as a result of general dissatisfaction with ICANN.  I know that dissatisfaction with ICANN is currently flavour of the month (more so than ever) and perhaps there is criticism which can be rightly levelled at ICANN regarding their approach or otherwise to IDNs but people don't want IDNs because ICANN isn't performing their job, the issue has arisen or at least become more acute in recent years because of the increase in usage and acceptance by people who do not use ASCII characters in their native language.

I thought not that long ago the IETF indicated that they were very close to a solution and this would be announced soon, but then I don't remember seeing anything - do you know what happened?  The announcement was after the joint wipo/itu conference.  Or did I just dream it?  

My comments on point 5: Tradeoffs, trade mark owners certainly find the current situation confusing and I would think most users do too.  the technical problems are easier to solve by alternate roots or at least systems which operate over the dns, but consumer confusion is, i think, greatly increased.

I'm not sure I understand your point b under trade offs - which I should imagine is my fault as i'm still grappling with the technical issues.  Could you explain what you mean by creating as many "LDH" TLDs as companies?

As to the fundamental questions you ask at the end I'm afraid I feel too underqualified to comment helpfully.

report I may have would be briefing based on my own paper
which I sent to you yesterday. Actually it might be usefull
